Vraxanault, The Red Terror – Heir of Ephelomon, and Exarch of Tiamat (Red).

Even though I will not be playing a converted 4e Scales of War (players voted for a gothic horror type game) for completeness sake here is the last Exarch of Tiamat.

Legendary Resistance (3/Day). If Vraxanault fails a saving throw, he can choose to succeed instead.

ACTIONS               
Multiattack. Vraxanault can use his Stunning Presence. He then makes three attacks: one with his bite and two with his claws. He may also use immolate or fire breath if it is ready.

Bite. Melee Weapon Attack: +18 to hit, reach 15 ft., one target.
Hit: 21 (2d10 + 10) piercing damage plus 14 (4d6) fire damage.

Claw. Melee Weapon Attack: +18 to hit, reach 10 ft., one target.
Hit: 17 (2d6 + 10) slashing damage.

Tail. Melee Weapon Attack: +18 to hit, reach 20 ft., one target.
Hit: 19 (2d8 + 10) bludgeoning damage.

Stunning Presence. Each creature of the Vraxanault’s choice that is within 120 feet of him and aware of him must succeed on a DC 22 Wisdom saving throw or become frightened for 1 minute. While frightned the creature is stunned. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to the Vraxanault’s Stunning Presence for the next 24 hours.

Immolate (Recharge 5–6). Vraxanault chooses a single target he can see, the creature is struck by a column of fire.  The target must make must make a DC 25 Dexterity saving throw, taking 65 (26d4) fire damage on a failed save, or half as much damage on a successful one. On a failed save the target also has its fire resitance degraded by one level  for 1 minute (immunity becomes resitance, resitance becomes normal, and no extra effect on normal resitance). 

Fire Breath (Recharge 4–6). Vraxanault exhales fire in a 90-foot cone. Each creature in that area must make a DC 25 Dexterity saving throw, taking 91 (26d6) fire damage on a failed save, or half as much damage on a successful one.

REACTIONS               
Bloodied Breath. When first reduced to half his hit points Vraxanault’s breath weapon recharges, and he uses it immediately as a reaction.

LEGENDARY ACTIONS               
Vraxanault can take 1 legendary action per active PC (minimum of 3), choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. The dragon regains spent legendary actions at the start of its turn.
  • Vicious. Vraxanault makes a a bite or claw attack.
  • Tail Attack. Vraxanault makes a tail attack.
  • Wing Attack. Vraxanault beats its wings. Each creature within 15 feet of the dragon must succeed on a DC 25 Dexterity saving throw or take 17 (2d6 + 10) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.
  • Shock Wave. Vraxanault strikes the ground with his full weight, triggering an earth tremor. All other creatures on the ground within 60 feet of him must succeed on a DC 25 Strength saving throw or be knocked back 20 feet and fall prone.

 

LAIR ACTIONS              
Vraxanault has the standard lair actions of an ancient red.

well in hand. In her place, she sent Vraxanault, an elder red dragon of great size and greater malice.

 

As a red dragon and the heir of Ephelomon, it falls to Vraxanault to ensure that the pact remains fulfilled – that the pact dragons in the city remain loyal to the githyanki. With the advent of the new pact, he has also been given great authority over the city and is able to give orders to even the Emperor himself. All in the City of Death know that Tiamat is the true power behind the throne, and Vraxanault is her enforcer.

The dragon’s raw power and remarkable efficiency at keeping the resentful githyanki obedient have earned the favour of his god, and the title of red exarch.

The Champions first glimpsed him in a major image broadcast to get their attention. In it, Zetch’r’r ordered him to devour Bram Ironfell. They’d hoped to set things right by slaying the dragon to recover the dwarf’s corpse for later revival, but Vraxanault escaped through the open roof after the death of Zetch’r’r.
